Under his guidance, the firm has delivered high-performance HVAC, piping, and plumbing systems on mission-critical projects for institutions and government agencies alike.
Rick is an active contributor to the advancement of national infrastructure standards, serving on the Board of Directors and Audit Committees for both the Mechanical Contractors Association of America (MCAA) and the International Association of Plumbing and Mechanical Officials (IAPMO). His insights directly shape plumbing and mechanical codes that govern projects nationwide.

A founder of two award-winning firms and an architect of scalable infrastructure for fast-growing contractors, Debbie has overseen operations in 22 states and more than $250 million in successful federal program delivery.
Her background spans 8(a) startups to multi-award federal integrators, and her expertise includes GSA Schedules, security clearances, program compliance, and full-lifecycle contract execution. Agencies such as DHS, NIH, DISA, and the U.S. Army have relied on her strategic acumen and operational integrity to ensure mission success.
As VP of ABS, Debbie drives the firm’s operational engine; ensuring compliance, agility, and precision on every engagement. As a senior enlisted leader, he directed sensitive operations across global theaters, integrating emerging technologies and multi-agency coordination to deliver high-consequence outcomes with clarity and discipline.
Holding advanced degrees in Organizational Leadership and Industrial Psychology, Chris has translated his experience into the business world—leading adaptive, purpose-built teams with precision and strategic foresight. Now at the helm of Astro Building Services (ABS), a 15-year-old SDVOSB commercial mechanical construction firm, he has restructured and positioned the company to deliver complex federal and institutional projects with unmatched accountability.
The foundation was built by industry trailblazers (Phil Sheckler and Rick Moreno) and Chris has intentionally elevated it, assembling a leadership team rooted in operational excellence and institutional credibility.
